European lists!

00:46 in Uncategorized by Lynn Tabak

Obliging member states to let part of the European Parliament be elected through pan-European lists can be a very strong way to make people think European. The European Greens, Europe’s most closely co-operating political family, is well positioned to take the initiative. And the Supporters’ network, having no national interests to worry about, could launch the debate. Why not take part in the preparation?

Read Inti’s proposal to get inspired. Or have a look at the actions suggested so far

  • position paper
  • essay in papers
  • online debate
  • declaration with VIP and grassroots signatories
  • live event during the European Green SUmmer University
  • a campaign and a European Citizens’ Initiative

European lists – how?

13:09 in Uncategorized by Lynn Tabak

Obliging member states to let at least part of the European Parliament be elected through pan-European lists CAN be a very strong way to make people think European. And the European Greens are, as Europe’s most closely co-operating political family, well positioned to take the initiative, with the Supporters’ Network, which hasn’t to worry about national interests, as ideal lighter of the fire.

But we should think very carefully before launching the initiative. Because of

  • the  prisoners’ dilemma. As a family, the Greens might gain enormously for being the first to draw the ultimate consequences of their European ideal. But each party separately may think it will loose, because the publicity for non-nationals will go at the cost of national candidates, which already have difficulty making themselves heard in the basically home-oriented debate.
  • the chicken-or-egg dilemma. Making people vote for the idea requires a certain amount of European-ness that, given the predominant national debate, may not been there.

So we need levers, leaders or VIPS. Among the tools I can think of:

  • position paper pointing out the why’s and how’s
  • essays in the national press
  • an online debate, for which we might invite possible allies, like the Spinelli Group, but also MEP’s, and national politicians, also ones that are more sceptical towards the idea.
  • Declaration with signatories, focussing on quantity, weight, or both
We need a strategy as well. Timing is important here. A live event during the European Green Summer University might be a good moment, either to go public, or to have an all-green warming-up.
Equally important is the ownership of the initiative; should it be a Green initiative, or would a multi-party (and possibly) ngo-initiative be more efficient? In the latter case, it might be counter-productive if the Greens would claim it.
